how to refinish fiberglas hull bottom

any suggestions on how to treat a fiberglas hull bottom? Mine is black and scaly. Should I sand it and then paint it?

I did on 3 boats ( not houseboat). Sand the old paint, fix the blisters, paint with epoxy primer (3 coats) and 2 coats antifouling paint.

I would pressure wash it to knock the loose stuff off first. Also, be aware that to comply with all of the environmental restrictions, you supposed to catch, bag, and dispose of all of everything correctly. And, by everything, I mean everything.

Use a LITTLE heat from a heat gun or hair dryer. Adhesive remover Googone. If the shadow is still there you will need to compound, polish and wax.
