I have thoroughly cleaned the deck on my 1986 Gibson. This boat is new  to me.
I have found that on the upper decks the fibers from the fiberglass are showing. On the edges of the decks, I can see what appears to be fabric texture, just under the white of what AI assume to be gel coat.  
These conditions are noticeable on the parts of the decks thaqt have been more exposed to the weather. These areas were full of mold spots.
 In the area of the upper helm, I can't see through the white. This area has beencovered in canvas.
What if anything, can or should I do?

gel coat like everything else will wear with abrasion and in some spots may have originally been thinner than others. It is also damaged by UV from the sun. If there's a thin patch in a high traffic area such as the deck, it can simply wear through.

I think the solution is called "paint". You can also apply more gel coat, but it's more expensive and more difficult; and I'm not sure the results will be any better.

I think you'll understand the value of a good paint job

Nothing wrong with what Steam Boat just said but remember once you do that, your doing it forever. New gel coat can be done yourself if you study it good before hand--and not overly expensive to get done by someone that knows the business.  I've seen that trend on early Gibs. Must have went on little thin in those days.

Paint won't hide exposed fibers. Probably gonna get blasted, but on OUT OF WATER areas, I'd apply thin coat of bondo type automotive filler before paint.
