You would need one of those picks which is a T-handle with a sharp hook on the end to fish out the old packing. You can also buy a U-shaped adjustable wrench to loosen the packing nut and I use wooden chopsticks to push the new packing strips in place. Also you may want to have a length of 2x4 to use in levering that shaft a bit so as to rethread the packing nut. Use a jigsaw to cut a semi circle out of the side of the 2x4 to fit around the shaft when levering. Keeps it from slipping. Oh, and make sure your bilge pump is in good working order before you start!

generally not enough water to be concerned about.

I use a couple pair of Channel-locks to loosen the lock nut and then unscrew the packing gland, (the big adjustable "plumbing" wrenches sold in the plumbing section might be better) and a small screwdriver to pick out the packing. Nothing fancy.

Replacing the packing I don't use any tools. I put in one ring of packing, then screw the nut on by hand till it bottoms out. Then back it off and put in another ring; and so on. Works for me.

IMO if you have to "lever" anything to rethread the packing nut, SOMETHING is out of alignment. I'd find out what and correct it. Having the 2x4 on hand just in case is a good idea, but I've never needed one.

Well I got the starboard shaft packed. It was not a hard as I thought. access was the biggest problem. I found that laying on top of transmission I could reach around with both hands. I used a large channel lock plier (bigger then 12") on the packing nut and found a hammer worked best on the lock nut. I forgot to grab some dental instruments from the office to pull the old packing like I planned, so I made hooked instrument by bending over the end of a awe.
range of movement is only a 12th-16th turn with the wrench so backing the nut on and off after each packing was the hardest on me.
When I got to the port shaft I could not get the nut loose enough to turn by hand. Started to suspect the alignment was off or the shaft was bent. I retightened the nut and ran the boat tied in the slip at idle reverse. sure enough the shaft appears to bent. And another project begins.
