Question: The G 13 impeller has a flat side to line up on the
shaft. So why does it only go down on the shaft about half
way?
Answer; because the shaft has the flat side only half way down the
shaft, there after it is all round and the flat cut out won't slide
any further down the shaft.
Question: So how do you get the impeller down on the shaft the rest
of the way so the housing will fit together?

Try flipping the impeller over.

Nope, it's the shaft, not the insert. Shaft has flat area only half
way down the shaft.

While someone here may know from past experience, the rest will need pictures or factory parts guide to ever be of any help.

When all else fails, read the directions...
The impeller isn't supposed to go any further onto the shaft.
You've failed to replace 3 parts that need to go onto the shaft
before the impeller goes on: the 31-102 pump shaft seal, the G2M
impeller wear plate, and one of the G15 impeller washers. Those
three parts should fill up the space on the shaft ahead of the flat
side.
Btw, those part #s are for the current CD version...the manual,
including the exploded drawing and parts list, an be downloaded
from the Raritan website:
http://www.raritaneng.com/products/toilets/electric/crown_head.html
If your toilet was made before 1987, the part # for the pump shaft
seal is CH 11, and the impeller wear plate is part # G2AS. Manuals
for earlier versions aren't on their site, but
can be obtained by calling Raritan. 800-352-5630 x 6.

Peg, your right again. Upon closer inspection, the wear plate
either disappeared, or the previous owner didn't rebuild it with
one replaced, but anyway, that is the answer. Upon re-reading
the manual again, we overlooked the wear plate and pump shaft seal
that needs replacing. the pump shaft seal was almost non existent
Thanks Peg..

The G13 impeller fits every Crown Head ever built, providing the pump shaft hasn't been bent or otherwise modified.. The pump housing has to be in place, then the impeller is pushed into the housing. Depending on the age of the Crown Head, the brass wear plate may not have been used in your particular version of the pump. It first began being used in 1974, and all Crown Head pumps built 1974 and later, have one - although there are two different versions of the wear plate in question, pre-1987 and post-1987. If the head is older than a 1974, you won't find one in your pump. If everything is positioned correctly, the impeller will slide far enough onto the shaft to work properly and fit flush with the outside edge of the pump housing.
The Crown Head first went into production in 1965. and remains in production to date. Like the old Volkswagen "Beetle", the Crown Head units in current production look pretty much the same as those that were built 40-odd years ago. However, if you put a 1965 vintage unit alongside a contemporary unit, you'd notice plenty of differences between the two. Raritan has made continual improvements and changes to the Crown Head through the years.

HeadMaster is correct. I called him and he put me straight on this.
I downloaded the more modern schematic, which was wrong for my
model. I misled you Peg, sorry.
Thanks Vic for the inofrmation. We got her going again. Found a
crack in the housing and repaired that, now everything is working
well again. Thanks all for your input.
