We have just recently purchased a houseboat and did some renovations. We are now wanting to rent out the boat for short terms stays. The boat will not be taken out by guests. We are having trouble finding someone to insure us. Any suggestions?

Because you are operating a bare boat service whether the boat moves or not. You need to find a company that insures bare boat rentals.

I ran a Bareboat Rental Company, I let the renters operate the vessel.
It appears you are only going to allow them to stay dockside.
