Roof drain scupper thoughts? Where to find?

We are having drainage problems on the roof of our houseboat. The drains keep getting plugged and water comes in where it shouldn't. Poor design. I would like to just cut some gaps in the 2x6 that goes around the whole roof and add something like you see here (attached). I saw it on a boat, but I can't find a vendor. Does anyone have any ideas? This would be a simple fix for us.

I have also looked for some prefabbed units and have never found any. Your local gutter or metal fab shop can probably make something up for you.

The above is just an example. But this is readily available downspout outlet to gutter. It could be cut in half and two units could be possibly had per one piece price.
